You need four specific people to be in the same place at the same time, but as soon as you manage to find the fourth, one of the other three has already wandered off! Or the fourth is no where to be found! In fact, it will be a major achievement if you can even get three of them in the same room at the same time. When you have a situation like this, you are said to be herding cats.

When players are bored, cat herding is easier. You may also have to convince players to use expendable resources for your pet project. Also a real life phenomenon.
